Vocational education and training Indigenous tutorial assistance scheme tertiary tuition policy
The Vocational Education and Training (VET) Indigenous Tutorial Assistance Scheme (ITAS), provides funding for supplementary tuition to support eligible Indigenous students undertaking VET courses leading to the attainment of a qualification at Certificate III or higher and Indigenous students completing an Australian apprenticeship.
Indigenous secondary school students in years 9, 10, 11 or 12, who are undertaking a VET course, are not eligible for VET tuition and should seek assistance through their education provider.
ITAS aims to maximise the educational opportunities of eligible Indigenous students and to improve their educational outcomes.
ITAS is intended to accelerate the education outcomes of Indigenous Australians beyond those which could reasonably be expected from mainstream funding sources and is not to substitute or replace normal teaching resources.
ITAS is the provision of resources and instructional strategies that give students the one-on-one support to develop underpinning knowledge, language, literacy and numeracy skills needed to improve their commitment and outcomes in the teaching and learning environment.
ITAS funding in the Northern Territory is only available to Charles Darwin University and Batchelor Institute of Indigenous Tertiary Education.
ITAS tertiary tuition may be approved for:
- Australian Aboriginal and Torres Strait Islander students who are residents of the Northern Territory (NT) and enrolled in a formal tertiary education or structured training program at Certificate III or higher
- Indigenous students studying units for a Certificate I or II qualification only if those units are being undertaken as prerequisite work, and part of a course of study, towards attainment of a Certificate III or above qualification
- an eligible student’s formal course of study, and
- up to two hours per week per subject (maximum four subjects per semester) and up to five additional hours in total during examination preparation breaks.
For example, 2 hours per subject x 4 subjects per semester x 34 weeks: (2 x 4) x 34 = 272 hours
Plus 2 semesters x 5 hours per semester for exam preparation: 2 x 5 = 10 hours
Maximum hours to be claimed per FTE = 282.
Funding for ITAS is provided through a memorandum of agreement (MoA) with the Department of Trade, Business and Innovation. Mandatory requirements for ITAS funding include:
- the registered training organisation (RTO) must comply with the current national VET regulators standards for RTO
- compliance with the NT Employment and Training Act
- ongoing compliance with department policies and procedures as they relate to VET, and
- compliance and cooperation in matters relating to audit.
The Northern Territory has a diverse population. For many clients from remote communities English is not their primary language. In addition people in remote communities are often disadvantaged due to the lack of ‘underpinning knowledge’ of mainstream VET.
The department recognises the need to provide some students enrolled in skill based vocational training with integrated one-on-one support to develop underpinning knowledge, language, literacy and numeracy skills.
The RTO must provide a financial audited acquittal of funds expended against the program by 31 March each year.
A report on student learning outcomes based on the following performance indicators will be generated by the department from the RTOs final AVETMISS submission.
- a report on student learning outcomes based on the following performance indicators:
- pass, fail, withdrawal and completion rates against each level of qualification
- total number of students who received ITAS tuition by gender
- fields of study in which ITAS tuition was delivered by hours.
The department will forward the report to the RTO for approval / signing.
Payments are made in two instalments. The first payment of 70% will be made on signing of the MoA. Subsequent payment is conditional upon achievement and compliance with progress, performance and financial reporting requirements and payable following agreement of the report provided by the department and receipt of the financial acquittal statement.
Funding formula / example
The formula provides funding on the basis of the full-time equivalent (FTE) student numbers for enrolled Indigenous VET students to access the maximum tuition over a period of 34 weeks at an hourly rate of $0.81 ($228.42 / FTE) up to the maximum level of funding identified in the MoA and is capped at the department’s budget allocation.
