The Northern Territory Government is seeking expressions of interest for the newly established role of Buy Local Industry Advocate.
About the role
The Buy Local Industry Advocate provides an independent advocacy function to government on behalf of local NT industry.
The role of the Buy Local Industry Advocate is to ensure that Territory Enterprises are provided full, fair and reasonable opportunity to compete for government contracts, that Value for Territory is considered in all aspects of government contracting, and to promote the adoption of Buy Local principles by industry.
The successful applicant will be required to adhere to strict confidentiality requirements and to declare all potential conflicts of interest before commencing in the role.
This is a full-time role as a member of the Procurement Review Board.
The Department of Trade, Business and Innovation will provide appropriate office accommodation and limited ongoing administrative support.
Duties and responsibilities
- Act as an independent link between local business and the Northern Territory Government, without direct ties to government or an industry body.
- Promote the adoption of Buy Local principles to industry and government in a way that is consistent with local and international trade obligations.
- Provide information and assistance to local businesses to strengthen their capability and competitiveness in the NT Government procurement system.
- Represent the interests of local business and industry as a member of the Procurement Review Board.
- With the assistance of the Buy Local Subcommittee of the Procurement Review Board:
- oversee agency and industry compliance with the Buy Local Plan, and
- monitor the overall effectiveness and impact of the Buy Local Plan, including monitoring for unintended consequences.
- Undertake a Value for Territory Assurance Program, comprised of internal and external audits, designed to measure the effectiveness of agency implementation of the Buy Local Plan.
- Prepare reports for public release on Buy Local Plan compliance.
- Investigate complaints relating to adherence to the Buy Local Plan.
- Make recommendations to Government on ways to improve the Buy Local Plan.
- Uphold the highest levels of commercial confidentiality and probity.
This is a publicly advertised expression of interest process, which closes on Friday 26 May 2017 at 4pm.
Expressions of interests for the Buy Local Industry Advocate role will be reviewed by a panel of government and industry representatives.
The appointment to the role will be made by the minister.
- Northern Territory resident with demonstrated longstanding commitment to the Northern Territory.
- Have no standing conflicts that would impede performing the functions of the Buy Local Industry Advocate as an independent person.
- Demonstrated ability to liaise and collaborate with senior representatives of industry and government on complex and sensitive matters to influence behaviours and achieve outcomes.
- Extensive knowledge of the Northern Territory industry capability.
- Ability to interpret and convey in simple terms key concepts of a complex legislative environment to increase awareness, understanding and compliance at all levels.
- Demonstrated experience designing and undertaking audit and assurance programs.
- Knowledge of procurement and contract management practices.

The newly announced Buy Local Subcommittee is a subcommittee of the Procurement Review Board, chaired by the Buy Local Industry Advocate established to monitor the Buy Local Plan.
Is the Buy Local Industry Advocate a remunerated role?
The Buy Local Industry Advocate is eligible for remuneration as a member of a statutory body.

Is the Buy Local Industry Advocate a full time role?
While the role is envisaged to be a full time role initially, consideration will be given to suitable applicants only looking for part time appointment.
When will the Buy Local Industry Advocate role commence?
The role of the Buy Local Industry Advocate will commence on or after 1 July 2017, dependent on the successful applicants availability.
Value for Territory Assurance Program
The Value for Territory Assurance Program is an overarching program of audit and assurance activities that evaluate:
- internal NT Government and externally industry compliance with the Buy Local Plan
- the effectiveness of the Buy Local Plan
- the impact of the Buy Local Plan (including unintended impacts).
Evaluation of these criteria is achieved through the direct and indirect activities of the Buy Local Industry Advocate, with the assistance of the Buy Local Subcommittee of the Procurement Review Board. These activities are to be designed to measure the effectiveness of and compliance with the Buy Local Plan.
Includes audit and review activities undertaken by or at the direction of the Buy Local Industry Advocate, including:
- audit or review of individual procurement activities against the Buy Local Plan (full lifecycle)
- audit or review procurement activities against specific Buy Local Plan requirements (ie targeted audit as a result of a substantive complaint or allegation).
Includes activities which the Buy Local Industry Advocate has oversight without direct involvement in auditing or reviewing procurement activity, including:
- agency internal audit and assurance programs (agencies required to establish and report on)
- feedback and observations from industry
- complaints received from industry.
Value for Territory Assurance Program reporting
The Buy Local Industry Advocate will prepare and publicly publish annual reports on the findings of the Value for Territory Assurance Program.
What role will the Buy Local Industry Advocate have in checking the credentials of Territory Enterprises in individual procurements?
Accountable officers in each agency remain accountable for the effective assessment of tenders. This includes a rigorous assessment of local benefit claims made by each proponent and the ability to seek further information or investigate in more detail if and when required. The role of the Industry Advocate will be to oversee the Value for Territory Program which includes audits to ensure agencies are complying with the Buy Local Plan.
